Plans to turn the Woodlands golf greens into hundreds of new homes appears to have landed into something of a sand trap.

Changing the development rules to allow nearly 400 homes to sprout on two 18-hole golf courses sailed forward in front of the city commission and the Broward County Planning Council earlier this year. But, its scheduled hearing in front of the Broward County Commission was bagged with the onset of the coronavirus pandemic. It was postponed from the March 31 agenda and hasn’t reappeared yet.

“The item has been temporarily postponed by the county,” Allie Schwartz Grant, a spokeswoman for the developer, 13th Floor Homes, wrote in an email. “We look forward to continuing to meet with the residents on the project when COVID-19 allows.”

Jose Spena, a Woodlands resident who is leading resident opposition to putting homes on the greens, said he pleaded with county leaders to hold up the hearing until the virus’ threat has passed and they agreed.

“We have a number of elderly residents who want to be part of that hearing,” he said. “It’s not safe.”

The proposed changes already have spawned marathon meetings with dozens of residents from the 900-home association lining up to plead their case against the development, including the longest city commission on record that lasted more than 10 hours.

If the county commission approves changing the land from recreational to residential, as developers are asking, the plan goes to Tallahassee for state regulators’ scrutiny. And then it will land back to the city commission for final approval. That usually takes about six months. Then, site plans will have to be reviewed at the city level.

Meanwhile, Spena, who led the formation of the group, Defend the Woodlands, said that he’s been happy that the reprieve and the virus’ stay-at-home orders have meant more people are out enjoying the community’s unique amenities.

“I’m seeing more people out, walking around,” he said.

Spena said he’s hoping to see more Woodlands residents invested in keeping it the way it is, as it was built in 1968.

The Woodlands’ lots are generously sized, in marked contrast to the zero-lot-lines that dominate residential developments today. The new homes that 13th Floor plans to build would also be developed on zero lot lines, but site plans won’t come forward until the land-use rules are changed.

“The Woodlands was built in a special design, unique to this area,” Spena said.

Houses in the Woodlands are built in a variety of styles. Predominately, though, many are mid-century modern architecture with geometric shapes and blocky facades.

More than the character of the new houses not fitting in, most of the opponents of the new development don’t want to see their greens become rows of homes.

Theoretically, Tamarac’s rules for low-density development would allow 13th Floor to build up to 827 new homes on the golf course acreage. The Planning Council imposed rules that will limit the number of homes to 398 single-family homes.

To build more homes than that, the developer would have to go through the same change-of use process 13th Floor is following now to convert the golf green to a swath of homes, said Barbara Blake Boy, executive director of the Broward Planning Council.

In Deerfield Beach, they’ve lost four out of five courses in the last 16 years and Mayor Bill Ganz has experienced the wrath of residents who paid a premium for that “golf course view,” but had to weigh that with landowners’ property rights.

“Nothing is forever — especially when those courses stop making money,” he said. “Golfing isn’t what it used to be 40, 30, even 20 years ago.”

  1. Move forward with the times. Golfing here is done. The Woodlands are surrounded by crime on a daily basis. These people are desperate to win this battle, especially since they will be PAYING BACK all the attorney’s fees they have used from the community defense bank. It’s going to take money to go backwards 50 years to a time when this golf community was PRIVATE. I am furious that the talks have stopped. The golf course properties aren’t going to be worth diddly if the course isn’t maintained. The residents here do NOT have the liquidity to support a private endeavor. This community needs MAJOR INFRASTRUCTURE improvements.

    • YOU HIT THE NAIL ON THE HEAD CHRISTINE. THEY , OR SOMEONE ELSE WILL BUILD HOMES ON THE GOLF COURSE, IT IS JUST A MATTER OF TIME. LETS GET MOVING WITH THE CONSTRUCTION.

  2. I always believed that the “13th Floor” was unlucky. In the last three buildings I lived in we did not even have a 13th floor…it went from 12 to 14.
    Now a company by that name wants to put in hundreds of row houses that are not compatible with their neighbors home. This overdevelopment is a bad plan and smells of an insider deal.How could development keep moving forward with the power elite when 70% of the community is against it?
    The 13th floor is an unlucky number!

  4. I have been trying to analyze what is better.
    1. The building of 400 homes and the other amenities that are promised to rebuild this community with more care than it now has.
    2. Take a look at the golf course, we are avid golfers and the course is really a mess. All other golf courses are open, ours will take much care to get it reopened at this point. We scout it out every day wondering why they are not taking care of it. This is what I worried about since the first day I heard the property was being sold. It is going down every day……hey neighbors, especially those of you who live on the golf course. go out on the course and take a look at what it looks like. It is a mess. Something like it was on the other side of Rock Island for a number of years of years before 13 built on it.

  5. susan shullman again……ADD ON TO MY LAST COMMENTS ABOUT OUR GOLF COURSES IN THE WOODLANDS………IT IS WORSE NOW THAN WHEN I WROTE MY POST ABOVE.
    IMAGINE YOUR HOUSE WITH A GOLF COURSE VIEW. IMAGINE PUTTING YOUR HOUSE ON THE MARKET. DO YOU THINK YOU WOULD GET A GOOD PRICE ON IT. IF YOUR ANSWER IS YES, GO OUT AND LOOK AT IT, GETS WORSE EVERY DAY. MAYBE THE OWNERS OF THE GOLF COURSE WILL ABANDON IT. WE MIGHT START PRAYING THAT 13TH FLOOR STARTS BUILDING. JUST A WALK THROUGH REALIZATION STREET. AGAIN WHOEVER DECIDED TO SELL THE GOLF COURSES YEARS AGO TO THIS CANADIAN GROUP MADE POOR DECISIONS.

  6. You opposers need to step up to reality. We don’t own this golf course and we never will. Those individuals who own a golf course view, hope you enjoyed it, because it is NOT 1970 any more. It didn’t cost you extra at the time for the view. You may be angry that the house you bought for a sweet price on the golf course is not in an economic position to keep it. The residents of The Woodlands are not in the economic bracket to all chip in a couple million in equity, not even add it into the monthly homeowners fees, nor do I personally want this. So, once again, the tail wants to wag the dog.

  7. 400 houses inside the Woodlands is TOO MUCH… 13th floor does not build houses compatible to the ones in the Woodlands. For this deal to go and be approved by the residents in the Woodlands, 13th Floor should considered to reduce the number of houses for no more than 300, and NO ZERO LOT houses like they are planning to do.

  8. If 13th Floor Homes (terrible name by the way) When in our country the 13th floor has always represented bad luck….So nothing good ..to me…can come from a company who chose that name on purpose!!
    Anyways…at the end of the day it is what it is…if the golf course was being kept in tip top shape ……if it were marketed and people were actually coming here to use it on a constant basis…if the Club House had lots of activities for the residents and also updated maybe this wouldn’t be happening. Is this an inside job?..probably, I’m sure someone’s pockets are being lined for sure.
    I personally do not want 13th Floor homes project to happen..but if it does have to happen for the Woodlands lack of enfourcing the upkeeping of the Golf course and creating golfing events ..I would like them to build homes using spacing like our homes. Not those boxes they build 5 feet apart like those across from us and on Rock Island. If it must happen then it should be aesthetically pleasing to the residents and fit in with the neighborhood look. The amenities they are offering are amazing! The pools… the re-vamping of the entrances… the gym and the cafe’s. C’mon it’s nobody’s fault but the Woodlands residents who became complacent and didn’t complain for years apparently from what I’ve researched and demanded that the Gold Course keep things up in the first place! I’m here 2 years this month and I love it here even though my home was broken into a few months after I moved in. I got ADT and the Ring and I feel better now but I was proactive…something Woodlands residents & Golf Club wasn’t and now here you are. I was reading above at the residents complaining of how unkept the golf course is here on this chat..but have these complaints been made to the keepers of the golf course? If it is not being kept, I can only imagine it is because 13th Floor homes have them in their pockets already and they are being unkept on purpose. As I said before maybe it’s too late maybe not but if it is going to happen maybe we can try to make them build something that at least looks good and fits in. Unfortunately these Huge Powerful Contractors just want money and don’t care who suffers the consequences of their greed. Good luck everyone.

  9. Golf is not dead! Building more houses in the Woodlands will kill us. We live here for the wooded area and space “Woodlands”. Get rid of that, and we will be like any other housing area in west Broward. If anything, keep it as a recreational zone and have the course converted to an open park or some other type of recreational scene.

  10. Always follow the money. always! what is the deal between 13th floor and club link? why are the desires of the residents being ignored? who will benefit? how much $ is at stake?

  11. I moved here specifically for the golf and the great location to my family. I know the Canadian Owner of Woodlands wants out, but this is not the way, He let the property fall apart so please don’t let this go through. The traffic is already a mess on 44th and Commercial is worse. Be smart Tamarac and keep Woodlands. Perhaps you should consider what you did at Colony West, without the hotel. Or what Plantation has done with Seven Bridges or Plantation Golf Course. You are selling families and people that purchased to play golf down the drain, and what about the EPA, the residents of Tamarac and Lauderhill are watching and you will be voted out of office. God please give us some Republicans to fix this mess.

  12. Zoning laws are there to specifically protect the investment that people made in their homes. For most people, it is their largest investment. Just about none of the promises that 13th Floor told the people of the Woodlands is true. The state did not approve the traffic changes. The homes are not compatible with what is in the Woodlands and neither are the lot sizes. The flood mitigation won’t work, for three main reasons: #1. The land they are building on is larger that the pond enlargements they say they will make. #2. The connecting ponds and canals won’t add that much water storage because water seeks it own level. #3. Nothing will or can be done to increase the amount of water that can exit from Woodlands, since the system is in another city’s control. 13th Floor is not addressing the arsenic issue that is present on the property. Having worked for a developer for 11 years, I can’t believe that 13th Floor doesn’t have a site plan, floor plans and elevations for actual housing, the same for the supposed new amenities area (which has no place for parking on anything that the public or the city has seen). There is insufficient parking for the homes they say they will be building. 1 or 2 parking spaces for 3 – 5 bedroom homes is a joke. There is no off street parking on anything shown to the city or the public. The figures for the monies needed for schools, busses, 1st responders, etc. are based on 3 people per house, as stated by 13th Floor at the Tamarac Planning & Zoning Board meetings. This just saves 13th Floor money and the city will be shorted when 4 or 5 (or more) people move into 4 or 5 bedroom homes. This same calculation also makes 13th Floor’s traffic solutions useless. It is very easy for a 4 bedroom home to have 2 adults and 2 older teenage children, each with a vehicle. Where will they park? Based on the lot sizes and the home “concepts” we have been shown, there is a one car garage and parking space for 1 car on the driveway. The situation will be worse for the 200 zero lot line homes. Nothing has been said about increasing the fresh water supply to the Woodlands or the sewer system leaving the Woodlands. We don’t even know if FP&L has the power capacity to handle 398 homes in this area. What will happen to our water pressure when 398 homes with 3 – 5 people in each one gets up in the morning, takes a shower, shaves, makes coffee and flushes the toilets? Then they stack up on Woodlands Blvd. trying to get to work or school. What happens if 1st responders are needed in the Woodlands and Commercial Blvd. is backed up to University or worse in the AM or well past 441 in the PM? Who keeps a fire from spreading from a zero lot line home to the next zero lot line home? How does an ambulance get in and out if someone has a stroke or heart attack?
