Obamacare’s days are numbered as Florida Sen. Scott’s bombshell plan hands cash directly to families
Florida – Florida Senator Rick Scott’s long-anticipated effort to rewrite significant parts of the Affordable Care Act got a boost in Washington. Two conservative senators from Utah and Wyoming officially joined his push to change how the federal government spends money on health care and how insurance markets work across the country.
Scott’s idea, which he calls the “More Affordable Care Act,” comes at a time when Republicans in multiple states, including Florida, are pushing for big changes to health laws and public benefit programs at the same time.
Scott’s proposal makes a simple but big change: instead of giving money to insurance companies to lower premiums, the federal government would give that money directly to people. Families might use these “Trump Health Freedom Accounts,” which are based on Health Savings Accounts, to pay for premiums or other costs without having to pay taxes on the money.
Scott says that this change would let insurance companies compete for clients based on pricing and quality instead of waiting for guaranteed government checks.
“We can make Obamacare actually work for families by giving them options,” Scott said in a statement to TFP, arguing that the current system has resulted in higher costs and fewer choices. “We just have to let Americans be the consumer so they can get care that truly fits their needs.”
Senators Mike Lee from Utah and Cynthia Lummis from Wyoming said they would support the bill. This is a big step forward for a bill that could change some of the most important parts of the ACA. Both lawmakers said that their support was part of a larger attempt to bring back market competition that conservatives think the ACA killed.

Lee labeled the current system a “scam,” saying that it helps insurance companies while families have to pay more. Lummis agreed with it and said that the plan would stop sending government money to what she called “bloated insurance giants.”
The package’s goal is to break down state obstacles in the ACA marketplace, in addition to changing how funding works. States would be able to choose not to follow some rules, and insurance companies would be able to sell plans across state borders, which has been a top desire for Republicans for a long time. Supporters say this might break up regional monopolies, especially in places with few providers, and make it easier for insurers to compete on pricing. The measure also has rules that say medical providers must tell patients the price of their services up front. This will help patients understand what they’re getting into before they get care.
These steps for more openness are directly related to former President Donald Trump’s long-running campaign for clearer health care prices. The three senators believe that the changes were part of that plan. They would keep safeguards for those with pre-existing conditions while adding additional rules to make sure that federal subsidies follow the Hyde Amendment, which says that federal money can’t be used to pay for abortion services.
The endeavor is taking place in a larger context of Republican-controlled states getting ready to make changes to their own health and public benefits programs. The 2026 legislative session in Florida is already set to include a huge revision of the laws for Medicaid, SNAP, and professional licensing. Florida’s New Frontier in Healthcare is a package that state lawmakers are moving forward with. It is being sold as a direct reflection of the reform ideas that were popular during the Trump administration.
This state-level proposal contains modifications to work requirements that some people don’t like. For example, it might force older SNAP beneficiaries to remain working until they are 64 years old to maintain getting food assistance, which is an increase from the existing cutoff of 59. Legislative leaders believe the changes are needed to make sure that public money goes to individuals who are actively working, but others worry the measure might take away important benefits from seniors who are already in need.
Scott’s federal plan and Florida’s state changes are both trying to do the same thing: give people more freedom in the market, less control by the government, and more responsibility entirely on individuals. People who back this say it will lead to a health system that is more flexible and less expensive. Scott and his supporters say that by making government laws less strict, giving individuals direct financial tools, and enabling insurance companies to compete, the U.S. can make a place where families have real options instead of pricey requirements.
The plan also contains incentives for small businesses, like as tax credits that make it easier for employers to provide their employees coverage alternatives. Scott says that making it easier for small businesses to get insurance is important for cutting costs throughout the system.
Scott’s plan is getting more national attention now that it has support from well-known Republicans and the political atmosphere is ready for health care fights.
