This direct acknowledgement clashes with a recent legal action from the White House, where Joshua Fisher, the director of the Office of Administration, insisted in a sworn affidavit stating Musk was only Senior Advisor to the President and not in any managerial role at the DOGE. Fisher claims that Musk “is an employee of the White House office” and categorized as a non-career Special Government Employee (SGE), free of actual power to make governmental decisions.

The discrepancy between Trump’s remarks in public and the official legal statement has caused uncertainty and raised questions regarding the actual DOGE leadership and chain of command. Supported by Trump to carry out significant reductions in federal government costs, this department has remained mysterious, with even its own staff unclear about who precisely is in charge, according to Wired.
Trump’s laid-back but firm placement of Musk at the head of DOGE introduces still another level of complexity to the continuous discussions and legal challenges over agency authority and governance. Trump complimented Musk’s intelligence and style of leadership in his speech.
“He’s a very serious person,” Trump said. “And he’s a very high IQ people (sic). You know, I like high-IQ people. Not all have to be. But, you know, it’d be nice to have some people up there that — he’s a seriously high IQ individual. Now he’s got his faults also, I will tell you that. But not too many of them, which is now really waging war on government waste, fraud and abuse.”
