Trump-backed revolt explodes in the House as Anna Paulina Luna and conservative allies vow no Senate legislation will move without the SAVE America Act

Florida – A growing revolt inside the Republican Party has thrown the House of Representatives into uncertainty after Florida Rep. Anna Paulina Luna and a group of conservative lawmakers pledged to block House business until the Senate approves the SAVE America Act. The standoff has already disrupted the legislative calendar, exposed sharp divisions within the GOP, and forced House Speaker Mike Johnson to seek help directly from President Donald Trump as leaders search for a path forward.

The confrontation reached a breaking point Wednesday afternoon when a scheduled House rules vote failed to move ahead after several Republican members refused to support it. Among those leading the opposition were Luna, Texas Rep. Chip Roy, and Ohio Rep. Max Miller, creating an obstacle that threatens not only this week’s agenda but potentially the passage of future legislation as well.

Luna has made it clear that she has no intention of backing down. In a sharp message directed at Senate Republicans, she declared, “When will the Senate learn that they cannot keep punching the American people in the face and not expect blowback to happen? Not one piece of their legislation will pass unless they pass the save America act.”

That message quickly became the rallying point for other conservatives. Texas Reps. Brandon Gill, Keith Self, and Michael Cloud announced they would also oppose House rules and legislation until the Senate takes action on the voter eligibility proposal. Luna even suggested the House floor would effectively remain “closed this week,” although congressional leadership continued to signal that it planned to keep legislative business moving if possible.

Trump raises the pressure

The dispute intensified after President Trump openly sided with Luna and her allies. Rather than proceed with a scheduled signing ceremony for the bipartisan 21st Century ROAD to Housing Act, Trump canceled the event and announced the legislation would remain unsigned until Congress passes the SAVE America Act.

He also carried that message directly to Senate Republicans during a heated GOP Steering Committee lunch on Capitol Hill after first making his position public on social media.

Trump has continued increasing pressure on Senate Republicans, urging them to either change filibuster rules or attach the voter eligibility measure to must-pass legislation if necessary. However, Senate leaders have remained resistant, with Majority Leader John Thune and several Republican senators arguing they simply do not have enough votes to overcome Democratic opposition.

The divide has been building for weeks. Earlier this month, Republican Sens. Susan Collins, Lisa Murkowski, Thom Tillis, and Mitch McConnell opposed adding the SAVE America Act to an immigration enforcement reconciliation package that Trump later signed into law.

The president has since warned he could oppose reauthorization of Section 702 of the Foreign Intelligence Surveillance Act if lawmakers fail to include the election measure. Reports also indicated Trump has threatened to withhold tens of millions of dollars in federal funding from states that refuse to adopt the voter eligibility requirements.

Johnson searches for a solution

As the conflict deepened, House Speaker Mike Johnson found himself trying to restore order within his own conference. According to reports, Johnson traveled to the White House on Thursday to meet with Trump in hopes of finding a compromise that would allow House business to resume.

The move underscored Luna’s growing influence inside Republican politics.

According to reports, one Republican lawmaker remarked, “The speaker talks to the president a lot. But Luna talks to him more.”

Another Republican added, “Luna has more operational control around here than most anyone.”

Reports also described Luna’s unusually close relationship with Trump. During negotiations over cryptocurrency legislation last year, she reportedly left a Treasury Department meeting, headed directly to the White House, entered the Oval Office, and secured concessions from the president for conservative lawmakers.

Luna has argued that the current impasse is the result of repeated disappointments from the Senate rather than House conservatives. “It’s not my job to play trust games with the Senate when they’ve actively betrayed our trust multiple times,” Luna said. “Plus, the president’s on my side.”

Johnson is reportedly considering a compromise centered on a federal grant program designed to encourage states to strengthen voter identification requirements. According to reports, Luna has already rejected that proposal, believing it falls far short of what conservatives are demanding.

Meanwhile, the consequences of the standoff continue to grow. The blockade is now threatening consideration of the annual defense authorization bill while wiping out roughly two weeks of valuable House floor time.

Some Republicans have grown increasingly frustrated with Luna’s tactics. “She’s going to have to start being a team player here,” Rep. Ronny Jackson said. “You can’t be a team of one.”

Johnson, however, has avoided publicly criticizing Luna while acknowledging the seriousness of the situation. “I’m going to talk with the president about these issues and how to get the agenda moving again,” he told reporters before his White House meeting.

Whether that conversation produces a breakthrough remains uncertain. For now, Luna and her allies appear determined to continue blocking House business, backed by President Trump, until the Senate agrees to move forward with the SAVE America Act.
